I'm starting to work with a couple of agencies in my area, and they both have some good signs:

They don't require money beforehand (you never pay directly; they get a commission)
They don't require the use of certain photographers
Their contracts aren't exclusive and you get as much time for review as you like
They work with each other
They don't pressure
They get you auditions!
